Ms. Constance Holloway, State Director/General Counsel

Constance Holloway was named DDSN Director in July 2023, following her second stint as Interim Director. She started with DDSN in January 2020 and served as General Counsel for the agency before stepping in as the interim director in 2021 from February through October. She returned to that role in January 2023 before being named Director in July 2023. Prior to DDSN, she served as an Assistant City Attorney for the City of Columbia for four years, and then as Assistant General Counsel for South Carolina Department of Health and Human Services from 2012 to 2020. Ms. Holloway is a graduate of the University of South Carolina with a Bachelor’s in history and a Juris Doctorate from the University of South Carolina’s School of Law. She came to DDSN because she wanted her work to have a direct impact on individuals’ lives in a positive manner.
